Public procurement under the Industrial Accelarator Act: how to create a European market for clean industry?

As a result of Russia’s aggression against Ukraine, intensifying competition from China and the United States’ proactive industrial policy, the European Union has been faced with the need to develop new instruments to support industrial development within the European Union, in order to maintain the competitiveness of European industry whilst upholding its climate transition ambitions. The EU’s response to these challenges has included, amongst other things, the Clean Industrial Deal, inspired by the recommendations of Mario Draghi’s report.

One of the key initiatives in the package is the Industrial Accelerator Act, which aims to create the conditions for the development of European production capacity in strategic sectors of the low-carbon industry. The IAA is currently being negotiated within the EU institutions. Its final form will determine future rules on state aid and public procurement, and thus the functioning of European industry.

The aim of this webinar is to present the conclusions and recommendations contained in the Institute for Reform’s publication entitled ‘Public Procurement in the Industrial Accelerator Act: How to Create a European Market for Clean Industry?’, as well as to present the views and comments of stakeholders and the expert community on the criteria required by European industry under the IAA to modernise effectively and remain competitive.
