Social Climate Plan as an instrument for structural change? The summary of a meeting regarding the NGO comments on the SCP draft

The Social Climate Plan can help prepare for the implementation of reforms in transport and buildings. On the 30th of June 2025, the Reform Institute held a meeting to discuss the most important points of the Polish NGOs and other stakeholders on the draft document.

On the 30th of June 2025 – the last day of public consultations – the Reform Institute held an online meeting devoted to the perspective of non-governmental organizations and think tanks on the draft Social Climate Plan. The event was attended by representatives of the Ministry of Development Funds and Regional Policy, the Ministry of Development and Technology, and the Ministry of Infrastructure.

During the first part of the meeting, public policy analyst Michał Wojtyło presented the Reform Institute’s most important comments on the draft SCP. He pointed out, among other things, that a national strategy to combat energy and transport poverty should be developed, and that the unfair age criterion for direct income household support should be abolished (see: The document worth 11 billion euros. In the next part, representatives of six NGOs that are part of the group coordinating the third sector’s comments on the Social Climate Fund and ETS2 (Polish Smog Alert, Renovation Wave, Habitat for Humanity Poland, Polish Climate Coalition, WiseEuropa, and Polish Green Network) took the floor. It was pointed out that support under the SCP remains insufficient given the scale of needs in Poland. Also, it was noted that the issue of the approach to mixed-ownership real estate remains unresolved. An interesting proposal concerned linking the payment of direct support to the obligation for the authorities to provide an energy counselling service to beneficiaries.

At the end of the meeting, additional remarks were made by representatives of the Institute for Sustainable Development and Transport & Environment, among others.
