How will the update of the NECP affect Poland’s future? Brief by Reform Institute

We are pleased to present our new brief: “Compass for the Polish transformation: What’s next after the update of the National Energy and Climate Plan?”. In this document, we analyze what the new NECP should contain to become a roadmap for Poland’s transformation, consistent with EU policies such as the Clean Industrial Deal. We also recommend specific actions for the Polish government to prepare the economy for the challenges and opportunities of the transformation.

Poland has not yet completed the development of key strategic documents, including the update of the National Energy and Climate Plan (NECP). The government has also not presented any official plan for achieving the intermediate goal of reducing emissions by 90% by 2040 or for reaching climate neutrality. Although delays are evident, we still have a chance for a successful transformation. The key steps involve finalizing a strategic document for Poland’s transformation – the NECP update. To turn it into a roadmap for Poland’s energy transformation, we need to:

  • define priority reforms and investments for the coming years;
  • incorporate long-term climate goals for 2050 into national policies;
  • implement effective and transparent mechanisms for monitoring progress.

In our publication, we discuss in detail the steps the Polish government should take in the upcoming months to prepare the economy for this imminent transformation.
