Climate for CE: the Role of Circularity in the Polish NECP

Reform Institute presents the report “Climate for CE: the Role of Circularity in the Polish NECP”. In it, we analyse the key links between the development of a circular economy (CE) and the implementation of climate policy.

In light of the update of the National Energy and Climate Plan, there is an opportunity to put in place effective targets and plans for resource management and waste elimination, accelerating the achievement of climate targets. Important synergies in this area can be seen in three key sectors: transport, construction and municipal waste incinerators.

However, the current document does not take into account the challenges and objectives of the new ‘ Circular Economy Action Plan’ and ignores the synergies of the ‘Fit for 55’ package.

Therefore, the report provides an overview of the current legislative and non-legislative actions, mapping out the transition towards a circular economy from a climate-energy perspective and identifying key strategic recommendations.
